ACER plans $2 billion refinery in St. James, bids on Shell plant

American Clean Energy Refining LLC (ACER) announced May 23 that it plans to construct a new $2 billion refinery in St. James Parish, designed to provide refining services for frack oil and light oil. The new refinery would be the first in the U.S. to focus services on frack oil, tapping into an estimated excess of 5 million barrels per day for which no refining services are currently available.

ACER has also submitted a qualified binding bid to acquire the recently shuttered Shell refinery in Convent.

The new 300,000 barrels-per-day refinery would be a state-of-the-art facility, including high-tech security protections, and will have a low-carbon, highly-efficient, clean profile.
