Aclara Resources has received a letter of interest from the U.S. Export-Import Bank for up to $750 million to support Project Dynamo, its planned $277 million heavy rare earths processing plant at the Port of Vinton. The project is gaining significant federal and state support, including Louisiana tax incentives and Department of Energy funding for AI technology to optimize processing, with the facility expected to break ground as early as late 2026 and begin operations by the end of 2027.
